  "text": "In this Act, except as otherwise expressly provided or unless the context otherwise requires—\n“the Act of 1984” means the 1984 c. 27.Road Traffic Regulation Act 1984;\n“the Act of 1990” means the 1990 c. 8.Town and Country Planning Act 1990;\n“the Act of 1991” means the 1991 c. 40.Road Traffic Act 1991;\n“authorised officer” means an officer of a participating council authorised by the council in writing to act in relation to the relevant provision of this Act;\n“the Commissioner” means the Commissioner of Police of the Metropolis or, in the City of London, the Commissioner of the City Police;\n“the fire authority” means the London Fire and Civil Defence Authority;\n“participating council” means the common council of the City of London and the council of any London borough other than Tower Hamlets; and “borough” and “council” shall be construed accordingly;\n“penalty charge” has the same meaning as in section 66 of the Act of 1991;\n“road” has the same meaning as in section 142 (1) of the Act of 1984;\n“special parking area” means a special parking area designated by an order made by the Secretary of State under section 76 (1) of the Act of 1991;\n“traffic sign” has the same meaning as in section 64 (1) of the Act of 1984.",
