  "text": "In this Act, except as otherwise expressly provided or unless the context otherwise requires—\n“authorised officer” means an officer of a participating council authorised by the council in writing to act in relation to the relevant provision of this Act;\n“functions” includes powers and duties;\n“participating council” means the common council in its capacity as a local authority and the council of any London borough other than Barnet; and “borough”, “City” and “council” shall be construed accordingly.",
