  "long_title": "The Greater London Authority Act 1999 prohibits any person from operating a London local service, where that service will not be part of the London bus network, unless they have been granted a London service permit by Transport for London. Section 189 of the Act provides for an Appeal Panel to determine appeals brought by applicants for permits who have had their applications refused or granted subject to conditions or who have had a permit revoked or suspended. These Regulations prescribe the procedure for making an appeal.",
