  "text": "Sections 29(1) and 31(1) do not apply to a qualifying condition in so far as such condition constitutes an obligation—\n(a) to maintain or reinstate, and\n(b) which has been assumed—\n(i) by a local or other public authority, or\n(ii) by virtue of any enactment, by a successor body to any such authority.",
