  "text": "(1) Any power of the Scottish Ministers to make an order under section 78(5) or regulations under this Act includes power to make—\n(a) such incidental, consequential, supplementary, transitional, transitory or saving provision as the Scottish Ministers think necessary or expedient, and\n(b) different provision for different purposes.\n(2) Orders under section 78(5) and regulations under this Act are subject to the negative procedure.",
