  "heading": "Restriction of harbour water taxis services",
  "text": "(1) No person other than the Commissioners shall in the harbour operate a harbour water taxi service, or offer a vessel for use in the operation of a harbour water taxi service, unless he is licensed so to do by the Commissioners under article 12, nor except in accordance with the terms or conditions, if any, subject to which the licence is granted under that article.\n(2) A person who contravenes paragraph (1) shall be guilty of an offence and liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
