  "text": "(1) No stage of the authorised development is to commence until for that stage written details of construction traffic management measures and a travel plan for the contractor’s workforce reflecting the mitigation measures included in the environment statement and including means of travel to construction sites and any parking to be provided, have been submitted to and approved in writing by the relevant planning authority.\n(2) The authorised development must be carried out in accordance with the approved traffic management measures and travel plan.",
