  "text": "In this Scheme—\n(1) all measurements of distance are measured along the route of the relevant highway;\n(2) (i) “the motorway” means the M11 Motorway;\n(ii) “the deposited plan” means the plan numbered marked “The M11 Motorway (Junction 8) Connecting Roads Scheme 2001”, signed by authority of the Secretary of State and deposited at the Highways Agency, St. Christopher House, Southwark Street, London SE1 0TE;\n(iii) “the special roads” means all the special roads which the Secretary of State is authorised by this Scheme to provide.",
