  "text": "(1) No part of the authorised development is to commence until a traffic management plan for the construction of the authorised development, substantially in accordance with the draft traffic management plan, has been submitted to and approved in writing by the Secretary of State following consultation with the relevant highway authority.\n(2) The authorised development must be constructed in accordance with the approved traffic management plan.",
