  "text": "(1) No part of the authorised development is to commence until written details of the materials to be used for the surfacing of the new highway and the adjacent cycleway and footway have been submitted to and approved in writing by the relevant planning authority following consultation with the county planning authority.\n(2) The details submitted under sub-paragraph (1) must include provision for the use of low noise road surfacing materials on the highway.\n(3) The authorised development must be carried out using the materials approved under sub-paragraph (1).",
