  "text": "ROAD TRAFFIC\nMade 21st August 2003\nLaid before Parliament 29th August 2003\nComing into force 25th September 2003\nThe Secretary of State for Transport, in exercise of the powers conferred by sections 17(2) and (3) of the Road Traffic Regulation Act 1984 and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 134(2) of that Act, hereby makes the following Regulations:",
