  "text": "(This note is not part of the Rules)\nThese Rules amend the Magistrates’ Courts Rules (Northern Ireland) 1984 (S.R. 1984 No. 225) to take account of the provisions in Part 1 of the Justice Act (Northern Ireland) 2016 relating to the enforcement of fines and other penalties.\nRule 3 —\nprescribes the procedures which apply when a court imposes or registers a financial penalty or makes a collection order,\nprescribes the procedures relating to the exercise of powers by the collection officer and the procedure for default hearings and related appeals; and\nmakes a number of minor, consequential amendments also which take account of the new enforcement arrangements.",
