The Lord Chancellor, in exercise of the powers conferred on him by sections 6(3) and 12(1) of the Attachment of Earnings Act 1971^f1 and section 144 of the Magistrates' Courts Act 1980^f2, as extended by section 145 of that Act and after consultation with the rule committee appointed under section 144, makes the following Rules:
