  "text": "In rule 14—\n(a) for paragraph (1), substitute—\n“(1) In this rule, “party” includes the children’s guardian and, where a request or direction concerns a report under—\n(a) section 7, the welfare officer or children and family reporter; or\n(b) section 14A(8) or (9), the local authority preparing that report.”; and\n(b) in paragraph (2), after sub-paragraph (i) insert—\n“(j) the preparation of reports under section 14A(8) or (9);\n(k) the attendance of the person who prepared the report under section 14A(8) or (9) at any hearing at which the report is to be considered;”.",
