  "text": "In this Order—\n“the Authority” means the Mallaig Harbour Authority;\n“the new constitution date” means 1st April 2012;\n“a major stakeholder” means a person or body who—\n(a) is entitled to benefit from the use of the harbour by paying a commercial rate for its services; and\n(b) during a financial year pays dues to the Authority in excess of ten per centum (10%) of the gross dues earned by the Authority in that year.",
