  "text": "All costs, charges and expenses of the Conservators preliminary to and of and incidental to the preparing for, obtaining and passing of this Act or otherwise in relation thereto shall be paid by the Conservators out of any moneys for the time being in their hands and not exclusively applicable to any other purposes in pursuance of existing obligations of the Conservators or out of moneys borrowed or to be borrowed by them under the provisions of the Malvern Hills Acts.",
