  "text": "(1) Work Nos. 15, 16 and 17 must only be developed and used to have a direct relationship to and support the operation of Work Nos. 1 to 11 and 13.\n(2) Buildings comprised in Work Nos. 15, 16 and 17 must not be occupied before\n(a) the aerodrome is granted European Union Aviation Safety Agency or Civil Aviation Authority certification; and\n(b) the commencement of operation of Work No. 1 (or any part thereof).",
