Whereas it appears to the Secretary of State for Transport that Manston Airport is an airport at which there is a substantial amount of international passenger traffic:

Now, therefore, the Secretary of State, in exercise of the powers conferred by section 1(2) of the Shops (Airports) Acts 1962^f1, and now vested in him^f2, and of all other powers enabling him in that behalf, hereby makes the following Order:
