  "text": "Any person who, without reasonable excuse—\n(a) obstructs another person from constructing any of the authorised works under the powers conferred by this Order;\n(b) makes fast to any part of any tidal work;\n(c) moors or operates any vessel within 5 metres (measured horizontally) of Work No. 1A or 1B;\n(d) in any other way interferes with any of the authorised works,\nshall be guilty of an offence and liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
