  "text": "Environmental Protection\nLicensing (marine)\nMarine Pollution\nMade 6th March 2013\nLaid before Parliament 11th March 2013\nComing into force 6th April 2013\nThe Secretary of State, as the appropriate licensing authority under section 113(2)(a), (4)(a), (6)(a) and (8) of the Marine and Coastal Access Act 2009, makes the following Order in exercise of the powers conferred by sections 74(1), (2) and (3) and 316(1) of that Act.\nIn deciding to make this Order, the Secretary of State has had regard to the matters mentioned in section 74(4) of that Act.\nThe Secretary of State has carried out consultation in accordance with section 74(5) of that Act.",
