  "text": "(1) Article 4 applies to a deposit, removal activity or works activity carried on by or on behalf of a harbour authority for the purpose of maintaining any harbour works.\n(2) Paragraph (1) is subject to the condition that the activity is carried on within the existing boundaries of the works being maintained.",
