  "text": "In article 24 (moorings and aids to navigation)—\n(a) in paragraph (1)(b), after “such person” insert “referred to in paragraph (2)”;\n(b) after paragraph (1)(b) insert—\n“(c) to a deposit, removal activity or works activity carried on by a person referred to in paragraph (2) for the purpose of replacing or maintaining any such mooring or aid to navigation.”",
