  "text": "(1) Article 4 applies—\n(a) to an activity carried on by or on behalf of a Welsh risk management authority or a coast protection authority for the purpose of maintaining any—\n(i) coast protection works;\n(ii) drainage works;\n(iii) flood defence works;\n(b) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .\n(2) Paragraph (1) is subject to the condition that the activity is carried on within the existing boundaries of the works being maintained.\n(3) Article 4 does not apply in relation to any such activity that consists of beach replenishment.",
