  "text": "(1) Article 4 applies to the deposit from a vehicle, vessel, aircraft or marine structure in the course of its normal navigation or maintenance , or any related removal activity.\n(2) But article 4 does not apply to any such deposit–\n(a) made for the purpose of disposal;\n(b) to the extent that it falls within item 10.",
