  "text": "ENVIRONMENTAL PROTECTION, WALES\nLICENSING (MARINE), WALES\nMARINE POLLUTION, WALES\nMade 25 February 2011\nLaid before the National Assembly for Wales 1 March 2011\nComing into force 6 April 2011\nThe Welsh Ministers, as the appropriate licensing authority under section 113(4)(b) of the Marine and Coastal Access Act 2009, make the following Order in exercise of the powers conferred by sections 74(1), (2) and (3) and 316(1) of that Act, and by section 2(2) of the European Communities Act 1972.\nThe Welsh Ministers are designated for the purposes of section 2(2) of the European Communities Act 1972 in relation to the prevention, reduction and management of waste.\nIn deciding to make this Order, the Welsh Ministers have had regard to the matters mentioned in section 74(4) of the Marine and Coastal Access Act 2009.\nThe Welsh Ministers have carried out a consultation in accordance with section 74(5) of that Act.",
