  "text": "(This note is not part of the Order)\nThis Order brings sections 1 to 6 of the Marine Navigation Act 2013 (“the Act”) into force in Scotland on 1st October 2013. These sections concern pilotage matters, harbour directions and harbour closure orders.\nSections 1 to 6 are the only sections of the Act which fall to be commenced by an order made by the Scottish Ministers. The Marine Navigation Act 2013 (Commencement) Order 2013 (S.I. 2013/1489) brought sections 7 to 11 of the Act into force on 26th June 2013. It also provided for 1st October 2013 to be the commencement date for sections 1 to 4 in England and Wales and for sections 5 and 6 (in England and Wales, except in relation to fishery harbours in Wales).",
