  "text": "In exercising any function that affects the Scottish marine area under this Act, the Climate Change (Scotland) Act 2009 (asp 12), or any other enactment—\n(a) the Scottish Ministers, and\n(b) public authorities,\nmust act in the way best calculated to mitigate, and adapt to, climate change so far as is consistent with the purpose of the function concerned.",
