  "text": "Provided always and bee it enacted That it shall and may bee lawfull to and for his Majestie his heires and successors out of the duties ariseing by this Act to cause such su[m]m and sums of money to bee expended and paid from time to time for salaries and other incident charges as shall bee necessary in and for the receiving collecting levying or manageing of the same Duties dureing the said terme therein by this Act granted Any thing herein contained to the contrary notwithstanding.",
