  "text": "(This note is not part of the Order)\nThis Order, which is made under section 1(1) of the Marshall Scholarships Act 1959, increases from thirty to forty the annual number of scholarships tenable at universities in the United Kingdom by citizens of the United States of America who are graduates of recognised institutions of higher learning in the United States of America. The expenditure incurred in the provision of these scholarships is defrayed by grants out of moneys provided by Parliament.",
