  "text": "(1) A person guilty of an offence under Regulation 10(1)(b) or 10(4) (insofar as it relates to directions given in accordance with Regulation 9) ... shall be liable on summary conviction to a fine not exceeding £400.\n(2) A person guilty of any other offence under these Regulations shall be liable on summary conviction to a fine not exceeding £2000.",
