  "text": "FEES AND CHARGES\nMade 5th April 1989\nLaid before Parliament 7th April 1989\nComing into force 30th April 1989\nThe Secretary of State for Trade and Industry, with the consent of the Treasury, in exercise of the powers conferred on him by section 56(1) and (2) of the Finance Act 1973, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
