  "text": "FEES AND CHARGES\nMade 5th March 1990\nLaid before Parliament 8th March 1990\nComing into force 2nd April 1990\nThe Secretary of State for Trade and Industry, with the consent of the Treasury, in exercise of the powers conferred on him by section 56(1) and (2) of the Finance Act 1973, and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
