Coming into force 1st May 1991
The Secretary of State for Trade and Industry, with the consent ofthe Treasury, in exercise of the powers conferred on him by section56(1) and (2) of the Finance Act 1973 and of all other powers enabling him in that behalf, hereby makes the following Regulations:
