  "text": "No person shall use for trade a material measure of length unless—\n(a) it is compliant with the essential requirements other than the provisions relating to limits of maximum permissible errors;\n(b) it operates within twice the limits of maximum permissible error referred to in the essential requirements; and\n(c) the requirements of paragraph 39 are complied with.",
