  "text": "(1) Any person who commits any of the offences set out in regulation 38(a) shall be liable—\n(a) on summary conviction, to a fine not exceeding the statutory maximum; and\n(b) on conviction on indictment, to a fine.\n(2) Any person who commits any of the offences set out in regulation 38(b) shall be liable on summary conviction to a fine not exceeding level 5 on the standard scale.\n(3) Any person who commits any of the offences set out in regulation 38(c) or 38(d) shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.",
