  "heading": "Goods Vehicles (Licensing of Operators) Regulations 1995",
  "text": "(1) Regulations 29 (partnerships) and 31 (continuance of licence on death, bankruptcy etc) of the Goods Vehicles (Licensing of Operators) Regulations 1995 are amended in accordance with this paragraph.\n(2) In regulation 29(11)(b), for the words from “patient” to “Mental Health Act 1983”, substitute “person who lacks capacity (within the meaning of the Mental Capacity Act 2005 (c.9)) to carry on the activities covered by the licence”.\n(3) In regulation 31—\n(a) in paragraph (2), for the words from “patient” to “Mental Health Act 1983”, substitute “person who lacks capacity (within the meaning of the Mental Capacity Act 2005) to carry on the activities covered by the licence”; and\n(b) in paragraph (3), for “patient” substitute “person who lacks capacity (within the meaning of the Mental Capacity Act 2005) to carry on the activities covered by the licence”.",
