  "text": "In regulation 7 (claims to entitlement) of the National Health Service (Travel Expenses and Remission of Charges) Regulations 2003, for paragraph (3), substitute—\n“(3) A claim may be made on behalf of another person where that person—\n(a) is unable by reason of physical incapacity; or\n(b) lacks capacity within the meaning of the Mental Capacity Act 2005 (c.9),\nto make the claim himself.”.",
