  "text": "(1) A relevant department may provide such accommodation as appears to it to be necessary for persons who—\n(a) are detained by virtue of this Act; and\n(b) in the opinion of the relevant department, require care or treatment under conditions of special security for the protection of other persons.\n(2) In this section “relevant department” means—\n(a) the Department;\n(b) the Department of Justice.",
