  "text": "Schedule 3 contains amendments relating to independent mental health advocates, including amendments which—\n(a) provide for informal patients to qualify for help from independent mental health advocates;\n(b) impose duties on hospital managers and others to notify providers of advocacy services about qualifying patients;\n(c) impose duties on providers of advocacy services to arrange for certain patients to be interviewed to find out whether they want to use those services.",
