  "text": "MENTAL HEALTH\nMade 7th May 1998\nLaid before Parliament 8th May 1998\nComing into force 1st June 1998\nThe Lord Chancellor in exercise of the powers conferred on him by section 78(1) to (5) of the Mental Health Act 1983 and of all other powers enabling him in that behalf, and after consulting with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992, hereby makes the following Rules:",
