  "text": "MERCHANT SHIPPING\nMade 13th October 1980\nLaid before Parliament 21st October 1980\nComing into Operation 1st December 1980\nAt the Court at Buckingham Palace, the 13th day of October 1980\nPresent,\nThe Queen's Most Excellent Majesty in Council\nHer Majesty, in exercise of the powers conferred upon Her by sections 19(2) and 47(1) of the Merchant Shipping Act 1979 and all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:—",
