  "text": "MERCHANT SHIPPING\nMade 1st November 1989\nComing into force 2nd November 1989\nAt the Court at Buckingham Palace the 1st day of November 1989\nPresent,\nThe Queen’s Most Excellent Majesty in Council\nWhereas a draft of this Order has been laid before Parliament and has been approved by a resolution of each House of Parliament in accordance with paragraph 2(2) of Schedule 2 to the European Communities Act 1972:\nNow therefore Her Majesty, in exercise of the powers conferred upon Her by section 2(2) of the European Communities Act 1972, and of all other powers enabling Her in that behalf is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:",
