  "text": "Merchant Shipping\nMade 2nd November 2016\nLaid before Parliament 8th November 2016\nComing into force 30th November 2016\nThe Secretary of State is a Minister designated in relation to measures relating to maritime transport for the purpose of section 2(2) of the European Communities Act 1972.\nThe Secretary of State in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 and by sections 185(2C) and 306A of the Merchant Shipping Act 1995, makes the following Order.",
