  "text": "As regards offences, paragraph 74 of Schedule 4 to the 1993 Act made three changes. These were—\n(a) the substitution of “intentionally” for “ wilfully ”;\n(b) the substitution of “permitting” for “ suffering ” or “allowing” a thing to be done; and\n(c) the substitution of “excuse” for “ cause ” in the expression “reasonable cause”.\nThese are not noted against the provisions affected.",
