Laid before Parliament 15th March 1999
Coming into force 5th April 1999
The Secretary of State for the Environment, Transport and the Regions, after consulting the persons referred to in section 86(4) of the Merchant Shipping Act 1995, in exercise of the powers conferred by section 85(1)(a) and (b), (3), (5) and (6) and section 86(1) of that Act, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
