  "text": "(1) Subject to paragraphs (2) and (3), these Regulations shall apply to every United Kingdom ship.\n(2) These Regulations shall not apply to—\n(a) fishing vessels;\n(b) pleasure vessels; and\n(c) ships belonging to a General Lighthouse Authority;\n(3) A ship the keel of which was laid or which was at a similar stage of construction before 1st July 1979, and which has not been substantially reconstructed or altered since that date, shall be exempted from these Regulations provided that it complies with the standards laid down in Schedule 6 of the Merchant Shipping (Crew Accommodation) Regulations 1978, as if they had not been revoked.",
