Regulation 18 Special reports of casualties

Without prejudice to regulation 17, where a casualty occurs, the Secretary of State may, at any time, direct an inspector to make a special report with respect to that casualty, and the Secretary of State may cause any such report to be made public at such time and in such manner as he thinks fit.
