  "text": "MERCHANT SHIPPING\nMade 3rd March 1998\nLaid before Parliament 11th March 1998\nComing into force 1st April 1998\nThe Secretary of State for the Environment, Transport and the Regions in exercise of powers conferred by section 302(1) of the Merchant Shipping Act 1995 and of all other powers enabling him in that behalf, with the consent of the Treasury, hereby makes the following Regulations:",
