Laid before Parliament 21st December 1990
Coming into force 1st January 1991
The Secretary of State for Transport, in exercise of the powers conferred on him by article 3 of the Merchant Shipping (Prevention and Control of Pollution) Order 1987 and after consulting with the persons referred to in section 22(2) of the Merchant Shipping Act 1979 in exercise of the powers conferred on him by section 21(1)(a) and (b), (3), (5) and (6) and section 22(1) of that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:
