  "text": "These Rules further amend the Merchant Shipping (Life-Saving Appliances) Rules 1965 by providing for the phasing out, in two stages, of liferafts the inflatable chambers or floors of which are made of rubber-proofed cotton, so that by 1st July 1979 all liferafts of that type shall cease to comply with the requirements of those Rules.",
